Make Custom Target PEQ ignore Dry/Wet and Calibration Frequency Range Settigns

Really likening the new soundid reference overall.

One improvement I'd like to see is being able to use the parametric EQ as a "Global PEQ". Right now if you are using the Limit  high frequency Calibration feature for example, you are unable to use the PEQ to make any adjustments in that region. Similarly if you turn down the Dry/Wet knob down, it also changes the gain of the PEQ that you set.

It would be really helpful to be able to make this fine tuning possible.
